Your digital transformation journey starts here

Transformation of public services through the increased and improved use of technology has been an important part of many local authority strategies in recent years.

The COVID-19 pandemic accelerated the use of digital tools intended to assist citizens in accessing council services. This trend looks set to continue in a world where a large proportion of citizens are always connected and increasingly want access to services on a 24 / 7 basis.

We’ve put together a guide to assist councils undertaking digital transformation projects. Using the cross-government agreed technology code of practice (TCoP) as a starting point, it demonstrates how our technology agreements can help, wherever your council is on its digital transformation journey.

What is digital transformation in local government?

Digital transformation in local government aims to use technology to improve the way the council serves its local residents and other community stakeholders.

It can enable citizens to access the services they need quickly and at their own convenience, whilst also facilitating more efficient and effective administrative processes for council staff.

Using a diverse range of communication and advice options, such as interactive web pages, e-forms and even dedicated apps for specific service needs, councils are using digital transformation to interact with citizens in new and innovative ways. In addition, they are investing in back office systems which enable better and easier sharing of data, increased flexibility of access for staff and quicker and more effective decision making.

Bringing power to your procurement

  • Carbon net zero

The majority of local authorities have declared a climate emergency and recognise that all service activities, including technology, need to be delivered sustainably if the UK is to achieve the ambition of net zero by 2050.

We are here to support you on your carbon reduction journey. We have a number of solutions that can help you with decarbonisation when buying technology. To learn more, you can:

  • Social value

Social value is about generating social, environmental and economic benefits through every pound of public money that you spend.

For many local authorities, building social value outcomes into their procurement activity is an area of increasing importance. Many have adopted the Social Value Measurement Framework (known as TOMS), using it to ensure their contracts deliver value in the widest possible sense.

We understand the TOMS framework and how it is used. This means we can help you to build social value outcomes into every step of your procurement process, whether your priority is enabling local economic recovery, tackling climate change, providing equality of opportunities or generating community wellbeing.

Digital and data training sessions for councillors

Gaining buy in from internal stakeholders in your local authority, such as councillors, is often key to progressing with innovative digital transformation projects.

The Local Government Association (LGA) has developed 7 free councillor training sessions. These aim to help them navigate the world of digital and technology and gain an understanding of its importance in supporting residents, communities and businesses to utilise technology to improve everyday life.
