Supply Teachers and Education Recruitment

Summary

This framework, let under the Procurement Act 2023, gives UK schools, colleges and education establishments access to temporary, fixed-term teachers, and permanent education support staff and non-teaching staff.

Description

You will be able to access a range of industry accredited suppliers providing workers, including but not limited to:

  • teachers
  • educational support staff such as teaching assistants and cover supervisors
  • headteachers and senior leaders
  • admin, clerical, finance, IT, maintenance, caterers, cleaners and drivers

All educational establishments in the public sector can use this agreement, including:

  • schools (primary and secondary, maintained and academies)
  • further and higher education establishments
  • nurseries and pre-schools
  • other public sector organisations with educational needs such as local authorities, central government departments, hospitals and prisons

The agreement will replace RM6238 Supply Teachers and Temporary Staffing (STaTS).

Product types 

Lot 1: Teachers and Education Recruitment

Use our agency selection tool to hire temporary, fixed term, and permanent workers directly from a recruitment agency.

Lot 2: Managed Service

Appoint a managed service provider (including Master and Neutral Vend models) who will provide all of your staffing needs. The recruitment business will use their supply chain of other agencies to support meeting your staffing needs where needed.

Customer engagement

In November 2024 and March 2025 we have held 2 rounds of customer engagement to provide an overview of our ideas for the new framework and gather feedback. These sessions included both new and existing STaTS customers, and consisted of webinar discussions and surveys. 

The answers from the webinars and the survey responses have been collected to create an updated agreement that includes the workforce services you need.

Supplier engagement

We held our first round of supplier engagements in December 2024. These included sessions with our accreditation bodies: the Recruitment and Employment Confederation (REC) and the Association Of Professional Staffing Companies (APSCo).

The second round was held in March 2025. These sessions included webinar discussions with our current suppliers to discuss the proposed changes to the framework. Questionnaires were also distributed and the responses were collected to guide us in our final decisions.

Following the submission of our Final Business Case (FBC) we will be holding briefing sessions for interested parties which will cover the finalised plan for the framework. Dates for these briefings are below:

  • Non-APSCo and REC Members – 17 September 2025
  • REC Members – 18 September 2025
  • APSCo Members – 1 October 2025

To participate in the briefing session on 17 September email the team using  supplyteachers@crowncommercial.gov.uk. REC and APSCO members will be invited to the respective trade organisation sessions.
