Supply of Energy 3

Summary

This framework agreement, let under the Procurement Act 2023, will give the UK public sector (including central government, NHS trusts and the wider public sector) access to the supply of energy and additional services.

Description: 

This framework will replace RM6251 Supply of Energy 2.

This will give you access to

  • the supply of gas
  • electricity 
  • additional services (we will update you on what these services will be once we have held customer/supplier engagement sessions and have defined our strategy based on this feedback)

It will include requirements to help align with developing energy and decarbonisation policy, such as:

  • make the most of on-site energy generation
  • enhanced provisions for sleeving Power Purchase Agreements (PPAs)
    • PPAs allow you to buy green energy directly from renewable generators, which can be secured with long term, fixed prices

We are also looking to include goods and services that are supplementary to energy procurement and supply, such as:

  • metering
  • carbon reporting and analysis
  • carbon reduction advice
  • siteworks
  • energy generation
  • energy bureau services
  • demand side response

Customer engagement

We will begin engaging with customers through workshops and questionnaires during summer 2025, followed by a further engagement period from October to December 2025.

Supplier engagement

We will hold supplier briefing sessions on 17 and 19 June, followed by a Request for Information (RFI) and one-to-one meetings. We will provide further details in due course.
