Vehicle Hire Solutions
Summary
This framework agreement, let under the Procurement Act 2023 Regulations, allows central government and wider public sector organisations to hire vehicles in the UK and overseas for operational fleet, business travel, and solutions such as car share.
Description
This agreement will replace RM6265 Vehicle Hire Solutions and will give you access to vehicles to hire including:
- cars
- vans
- four-wheel drive (4x4s)
- light, medium and heavy commercial vehicles
- specialist vehicles
The framework agreement will last for 4 years.
Benefits

- business travel: hiring a car to get to a meeting
- operational fleets: vehicles which are needed to complete day to day job functions from regular vans to heavy goods vehicle (HGV) tippers
- seasonal needs such as road gritters
- a full range of rental durations to help meet your needs:
- car share models with hourly rates
- standard short term rentals
- flexible rentals for use over 28 days
- specialist vehicles:
- emergency vehicles
- specialist healthcare operational vehicles
- bespoke vehicles to suit your needs
- flexible route to market with an option to buy through either award with or without competition with separate lots for both standard and specialist vehicles
- carbon reduction and social value:
- access all fuel types including zero and low emissions vehicles
- all suppliers will be committed to sign up to the National Highways’ driving for better business scheme
- all suppliers will be developing carbon reduction plans working towards net zero by 2050
Product types
A draft lotting structure is included below. The final lotting structure will be confirmed at a later
date.
- Lot 1: Hire of Cars, 4×4’s, LCVs up to 4.25 tonnes and Minibuses, including International Hire and Car Share
- Lot 2: Hire of Commercial Vehicles up to 7.5 tonnes including Specialist Vehicles
- Lot 3: Hire of Commercial Vehicles over 7.5 tonnes including Specialist Vehicles
- Lot 4: Car Share
