All UK public sector organisations can hire vehicles to use in the UK and overseas for operational fleet, business travel and solutions such as car share.


Provides you with access to a wide range of short, medium or long term vehicle hire services including:

  • a range of vehicles which you can hire for:
    • business travel such as hiring a car to get to a meeting
    • operational fleets: vehicles which are needed to complete day to day job functions from regular vans to HGV tippers
    • seasonal needs such as road gritters
  • a full range of rental durations to help meet your needs such as:
    • car share models with hourly rates
    • standard short term rentals
    • flexible rentals for use over 28 days
  • a new provision for specialist vehicles, such as: 
    • emergency vehicles
    • specialist healthcare operational vehicles
    • bespoke vehicles to suit your needs

This agreement will last for 4 years.


  • scope for vehicles of all different sizes and types to meet your individual needs
  • specific lot for the rental of Light Commercial Vehicles (LCVs) 
  • provides a wide range of Electric Vehicles (EVs) – rental is ideal for trialling different EV vehicles before deciding to buy or lease
  • our car share models (with hourly rates) can help you make significant savings, reduce your carbon footprint and remove the hassle of managing grey fleet and the associated vehicle assurance
    • grey fleet refers to using your own car for work purposes
  • to achieve social value benefits suppliers have committed to join and progress through the Driving for Better Business scheme
    • this scheme is a National Highways programme which ensures that they actively manage road related risk, making driving for work safer and positively impacting drivers health and wellbeing

Carbon Reduction

All suppliers for this agreement have committed to comply with the Procurement Policy Note 06/21: 'Taking account of Carbon Reduction Plans in the procurement of major government contracts' as required. If a supplier is required to publish a carbon reduction plan, you can find it on their individual supplier details page.

Includes passenger cars, LCVs up to 3.5 tonnes, minibuses up to 17 seats, 4x4s, car share, and international rental.

Lot 2: Hire of Commercial Vehicles up to 7.5T
Includes LCVs up to 3.5 tonnes, HGVs from 3.5 tonnes to 7.5 tonnes, 4x4s, specialist LCVs, minibuses, and passenger cars.

Lot 3: Hire of HGVs from 7.5T and Above
Includes HGVs from 7.5 tonnes and above, municipal vehicles, street scene vehicles, tractor units, trailers, refuse vehicles, hot boxes, tippers, dropsides, crane-related vehicles or other specialist HGVs.

Lot 4: Hire of Emergency Service and Specialist Healthcare Operational Vehicles
Including but not limited to trailers for healthcare usage, A&E ambulances, response vehicles or other specialist vehicles and trailers for emergency services.
