Vehicle Lease, Fleet Management and Salary Sacrifice Car Schemes

Summary

This closed framework agreement, let under the Procurement Act 2023 Regulations, allows central government and wider public sector organisations to lease passenger cars and light, medium and heavy commercial vehicles. Includes fleet management and salary sacrifice car schemes.

Description

You can lease the full range of vehicles available from vehicle manufacturers, including converted, specialist and municipal vehicles.

All fuel types are available to lease including electric, hybrid and hydrogen derivatives. 

Available services include:

  • provision of lease vehicles, including the option to provide vehicle service maintenance and repair and other associated services
  • fleet management services including sourcing vehicles that are either leased, purchased or hired on behalf of a buyer
  • provision of vehicle salary sacrifice car schemes

The framework agreement will run for 4 years.

  • technical vehicle information for cars and vans and a breakdown of costs which enables buyers to easily compare vehicles via the CCS fleet portal
  • carbon reduction and social value including:
    • access to all fuel types including zero and ultra-low emissions vehicles
    • all suppliers will commit to signing up to the National Highways’ driving for better business scheme by the agreement live date
    • all suppliers will be developing carbon reduction plans to work towards net zero by 2050

Product types

The final lotting structure will cover the provision of vehicle leasing, fleet management and salary sacrifice car schemes.

Customer engagement

Engagement will take place during July 2025 to approximately December 2025. Engagement sessions will be ongoing, and the feedback we receive will help us to shape the strategy of this agreement.

Explaining policy requirements for suppliers event

Crown Commercial Service (CCS) will be running a 2 hour event to provide prospective bidders with information that will explain government policies. It will cover fleet agreements such as:

  • vehicle lease
  • vehicle hire
  • fleet management
  • purchase of standard and specialist vehicles

The session will cover key policy areas. Suppliers of all sizes and those unfamiliar with these policies are invited to join us to hear about:

  • social value and driving for better business
  • financial viability risk assessments
  • carbon reduction plans
  • prompt payment
  • cyber essentials

Presenters will provide you with an overview of the policies, how they operate in practice and what you need to do to prepare for meeting those requirements as part of your bid. There will also be opportunity for questions and answers.
