Managed Staff Banks


All UK public sector bodies including central government, the wider public sector and NHS trusts can access managed flexible staffing solutions and staff bank services.


Access services to help you manage your workforce and maximise shift fill rates. A staff bank refers to personnel who provide flexible cover and support to permanent staff for planned and unplanned gaps in staffing. You can use the staff bank to:

  • fill shifts which could otherwise remain unfilled and cause staff shortages
  • cover staff absences and vacancies
  • provide specific and needed skills for a short period of time

Although this agreement is open to all UK public sector bodies with staff bank needs, it will focus on providing staff bank services to NHS contracting authorities. We will be providing this agreement on behalf of the NHS Workforce Alliance.

The scope includes services to help you:

  • set up a managed staff bank, which can then be managed by you or the bank provider
  • take over the running and management of an existing staff bank
  • manage the use of agency job roles when the staff bank cannot fill staffing gaps
  • to create a staff bank strategy that supports a move to sustainable models


  • end-to-end services available from planning to providing a solution that meets your needs
  • access to a mix of experienced and capable new market suppliers
  • flexible solutions available to suit your needs
  • flexible pricing to suit the individual needs of your organisation
  • compliance checks are undertaken by suppliers in accordance with the NHS employers check standards
    • we audit suppliers to ensure compliance
  • supported by the NHS and run in partnership with NHS Workforce Alliance
  • supports the NHS England and NHS improvement initiative to expand the use of staff banks and promote ‘bank first’
