Vehicle Lease, Fleet Management and Salary Sacrifice Car Schemes

Central government and wider public sector can lease passenger cars and light, medium and heavy commercial vehicles. Includes fleet management and salary sacrifice car schemes.

Description

You can lease the full range of vehicles available from vehicle manufacturers, including converted, specialist and municipal vehicles (such as bin lorries, road cleaning and operational vehicles). 

All fuel types are available to lease including electric, hybrid and hydrogen derivatives. 

You will be able to lease vehicles that are currently available in the market as well as those that will be developed and brought to market by vehicle manufacturers during the term of this agreement.

You can access quotes for leasing standard build passenger cars and vans through our Fleet Portal.

Available services include:

  • sourcing vehicles that are either leased, purchased or hired on behalf of a buyer
  • managing a buyers own fleet and all services associated with running a fleet such as:
    • managing the servicing maintenance and repair of vehicles
    • fleet administration tasks
    • support with creating a fleet policy
    • support to transition to low emission vehicles
    • driver training and risk assessment services

You can set up a vehicle salary sacrifice car scheme. This scheme will enable your employees to get a brand new, low cost car of their choice for a single monthly deduction of their salary before tax and National Insurance.

You also have the option to set up a scheme to support your organisation’s green agenda and help cut organisational costs. You can specify which vehicles you want to include in your scheme. For example, only Ultra Low Emissions Vehicles (ULEV).

This agreement will run for 4 years until its expiry on 7 February 2027.

    • access to all fuel types including zero and ultra-low emissions vehicles
    • all suppliers have committed to sign up to the National Highways’ Driving for Better Business scheme by the agreement live date
    • all suppliers are developing carbon reduction plans to work towards net zero by 2050
  • there is the option to direct award to suppliers and simplify the procurement process for lots 1, 2a and 2b by using simple order forms
  • separate lots for fleet management and salary sacrifice car scheme services

Carbon Reduction

All suppliers for this agreement have committed to comply with the Procurement Policy Note 06/21: 'Taking account of Carbon Reduction Plans in the procurement of major government contracts' as required. If a supplier is required to publish a carbon reduction plan, you can find it on their individual supplier details page.

Lot 1: Lease of vehicles up to 3.5 tonnes
Suppliers provide the lease of standard build and converted passenger cars and light commercial vehicles up to 3.5 tonnes. Includes related lease management services and other associated services.

Suppliers provide the lease of standard build and converted commercial vehicles up to but not including 7.5 tonnes. Includes related lease management services and other associated services.

Suppliers provide the lease of standard build and converted commercial vehicles 7.5 tonnes and above. Includes related lease management services and other associated services.

Lot 3: Independent fleet management services
Suppliers provide independent fleet management services including, but not limited to: 
  • the sourcing of purchased vehicles from the Purchase of Standard and Specialist Vehicles framework (RM6244)
  • the sourcing of leased vehicles from lots 1, 2a and 2b of this agreement
Suppliers are not permitted to fund vehicles themselves and will offer:
  1. a managed service to the buyer, with sole responsibility for providing Fleet Management services for the buyer’s fleet. Suppliers will provide vehicles on contract hire (or other funding arrangements)
  2. a fully inclusive, end to end fleet management service which is not connected to a leasing contract.

Lot 4: Salary sacrifice car schemes
Suppliers provide salary sacrifice car schemes that are tailored to meet the buyer’s organisational needs. This may include promoting the uptake of ultra-low and zero emission vehicles to eligible employees.

How to buy

You can buy from this agreement using direct award or you can run a further competition.

Before using this agreement, you should read the buyer guide. The guide provides instructions about how to complete the direct award and further competition process for each lot.

For fleet management services and other bespoke requirements we always recommend undertaking a further competition to select your supplier and find the best products, services and price based on your specification.

For lot 1 you can use our Fleet Portal to:

  • compare vehicle specifications and indicative pricing for standard build passenger cars and light commercial vehicles up to 3.5 tonnes
  • select the vehicle which is most appropriate for your organisation 

If this is your first time using the fleet portal, you will need to register for an account.  

When you have selected a vehicle and received a quote, you can contact your chosen lease provider to confirm the details and place a direct award with the supplier on that basis.

When you are ready to place your order you can make a direct award using the Simple Order Form Template provided in Framework Schedule 6A. 

The Simple Order Form contains pre-drafted terms included in the form. If you want to make any changes, you will need to edit the terms and share them with the supplier for agreement before placing your order.
