What is a framework agreement?

A framework is a type of commercial agreement and provides a compliant way for the public sector to buy products or services from pre-approved suppliers. Each framework will have its own set of terms and conditions, schedules and order forms.

There are 2 framework types you can supply services to. The framework type you choose will depend on the needs of your business:

    1. Closed framework (under Procurement Act 2023)
    2. Open framework (under Procurement Act 2023)

Who can supply through a framework agreement?

All private sector businesses are welcome to bid for a place to become a supplier on one of our frameworks.

There are no joining fees. Instead you will pay a small commission (or levy) based purely on the value of the sales you make through the framework. The commission varies by agreement.

Supply through a closed framework

What is a closed framework and when can you join?

A closed framework is a new type of commercial agreement. It provides you a way to supply goods and services to the public sector under the Procurement Act 2023 regulations.

Closed frameworks are very similar to frameworks under Public Contract Regulations 2015 (PCR2015). They typically have a maximum duration and last for usually 4 years but some frameworks can last up to 8 years.

When can you join a closed framework?

You will need to apply for a place on a closed framework before it goes live. Once a framework of this type has started and suppliers are awarded a place, no new suppliers are able to join.

How to supply through a closed framework

To supply through a closed framework you must:

1. Find a tender opportunity

First you must identify which frameworks you would like to apply to join as a supplier. We advertise all tender opportunities on:

Take some time to read through the opportunities available and identify if any match the services or products you can provide.

If there are no relevant opportunities for your business right now, you may be able to subcontract through existing suppliers. Contact the relevant supplier directly to explore this.

You can also register with both Find a Tender service and Contracts Finder to get alerts for new opportunities in your business area.

Important: Registering with these services does not make you a CCS supplier. You must respond to a tender and be successfully awarded a place.

2. Respond to tender opportunity

We conduct all CCS procurements through our eSourcing portal. This means once you have found a framework you would like to join, you must register on our eSourcing portal to access the Invitation to Tender (ITT) documents and express interest in joining.

What you need to register

  • full legal name of your organisation
  • your DUNS number (a unique nine-digit number – free to obtain)
  • profile information describing your organisation and business size

Remember: registering for eSourcing access and expressing your interest to join a CCS framework does not guarantee success. You also need to win through the competitive tendering process.

3.  Submit tender and show how you meet certain conditions of participation

As a general rule we will ask you to show us how you meet certain conditions of participation to prove your capability. We ask you to do this by completing a procurement selection questionnaire (PSQ).

The questionnaire will be specific to the framework you wish to join. They may assess things like if you have the right accreditations for that framework.

4. Assessment of tender

If you have satisfied the conditions of participation, your tender will be assessed. Typically your tender will include responses to quality questions and the submission of pricing information.

This will then start the competitive tender process where we will assess responses from all suppliers.

If you are successful you will be awarded a place on the framework. Once all suppliers have been awarded a place on a closed framework and it becomes live no further suppliers will be able to join.

If you are successful 

If you are awarded a place as a supplier on one of our frameworks, buyers will be able to invite you to bid for business.

What can you supply through a closed framework?

You can supply a range of products and services through a closed framework. Some examples of what you can supply include:

  • construction
  • technology and IT 
  • workforce solutions such as staffing 
  • translation and print services
  • food and facilities management
  • legal advice and consultancy services

Supply through an open framework

What is an open framework and when can you join?

An open framework is a new type of commercial agreement that can last up to 8 years.

They are made up of several frameworks that run one after another under the same overall banner. Each smaller framework will provide the same goods, services or works on substantially the same terms.

Open frameworks allow new suppliers to join or rejoin at different times throughout the framework’s life. This means you don’t have to wait years for the next opportunity. You can apply to join an existing framework even after it’s been awarded.

When can you join an open framework?

You can apply to join an open framework as a supplier at multiple times throughout the framework’s lifetime. The framework must reopen for new suppliers:

  • at least once during the first 3 years
  • at least once during the following 5 years before the agreement ends

How to supply through an open framework

To supply through an open framework follow the steps below:

6. What happens when the framework reopens?

Existing suppliers

If you are already an existing supplier on an open framework, when the framework reopens you can:

  • choose to be readmitted based on your initial bid 
  • submit a new bid to expand or change your service offering or pricing (follow steps 1 to 4 above)
  • leave the framework (you can bid to rejoin at the next opening point)

New suppliers

If you are not an existing supplier when the framework reopens, follow steps 1 to 4 above.

What can you supply through an open framework?

You can supply a range of products and services through an open framework. Some examples of what you can supply include:

  • general supplies such as office supplies, furniture or equipment
  • technology such as laptops or hardware or software licenses
  • construction materials and building supplies
  • professional services such as legal advice or project management and consultancy
  • IT support
  • travel management solutions
