We understand there is a balance between enhancing and future proofing your estate, meeting demands on space, keeping costs to a minimum and avoiding disruption to the delivery of services. That’s why we developed our Modular Building Solutions framework.

Offering an alternative to traditionally built accommodation, this framework offers a flexible yet compliant route to market for all temporary (<25 yrs) or semi-permanent (25-60 years) modular build solutions, that can be bought or leased.

It provides a cost-effective basic solution, with the option to tailor it to your organisation’s specific requirements. However basic or complex your requirement, CCS can help with a ‘build your own solution’ approach.

The agreement has 24 suppliers, 80% of which are SMEs, and with that comes access to the very latest in supplier innovation and developments, and all suppliers adhere to modern slavery and social value requirements.

Why choose our Modular Building Solutions framework?

  • Choice: customers can choose from a variety of different contracts such as NEC, JCT, PPC 2000, TAC-1
  • Value for money: suppliers have been selected using a combination of both qualitative and commercial measures, providing assurance to customers that the framework provides access to the lowest cost suppliers in the market.
  • Management Information (MI): we track and capture information to allow in depth analysis of the performance of the framework.
  • Quality service delivery: a robust service specification has been embedded with all parties committed to continuous improvement throughout the life of the framework.
  • Key Performance Indicators (KPIs): project specific KPI measures can be determined by the customer and can be tailored to their specific requirements.
  • Social value and sustainability: customers can request that suppliers tailor their offer to match their social value priorities.
  • Continuously improving services: we  work with a dedicated user group throughout the life of the framework agreement contract to improve service delivery, share best practices, and incorporate new industry developments and regulatory requirements.

How to access

To use our framework you must become a Framework Alliance Member  – complete this form to start the registration process. There is no joining fee and no commitment or obligation to procure from the Framework Alliance Contract.

You can run a further competition or direct award, enabling you to address urgent or unplanned requirements quickly and cost effectively, as well as providing longer term modular build solutions.

A total of 7 Lots are available, providing the education, healthcare, and all other sectors the opportunity to purchase or hire modular building solutions to meet your particular needs:

Lot 1 – Modular Building Solutions for the Educational Sector – Purchase

Lot 2 – Modular Building Solutions for the Healthcare Sector – Purchase

Lot 3 – Modular Building Solutions for the Educational Sector – Hire

Lot 4 – Modular Building Solutions for the Healthcare Sector – Hire

Lot 5 – Modular Building Solutions for All Other Sectors – Lower Value

Lot 6 – Modular Building Solutions for All Other Sectors – Intermediate Value

Lot 7 – Modular Building Solutions for All Other Sectors – Higher Value

Advantages of modular construction

The Housing, Communities and Local Government Committee warned the Government that an over-reliance on traditional building methods will see the UK fall far short of its target to build 300,000 new homes a year by the mid-2020s (UK Parliament, 2019).

Modular construction offers a number of advantages over and above ‘traditional’ build solutions.

  • Cost and Time savings

    Their construction is much speedier than traditional builds – on average, 50% faster – as fabrication of construction is completed off site. And with this comes a reduction in associated costs.

    Saving time in construction, and being designed, fabricated and constructed to the required design life, modular buildings invariably provides the lowest cost solution for your particular needs.

  • Sustainability

    They are more energy-efficient for the end-user, create less waste in terms of materials and often feature sustainable materials.

    As modular buildings are constructed off-site there is the added benefit of a reduction in the carbon footprint of the build, with fewer deliveries travelling to and from the build site.

  • Health and Safety

    Compared to the inherent dangers of a traditional building site, a manufacturing base setting allows for greater control and command of processes. 

    Nearly half (49%) of the fatalities that occurred in the construction industry in 2019, were due to falls from a height on-site. Modular building processes allow complex assembly to be carried out at ground level off-site.

  • Efficiency

    Traditional construction can suffer from delays due to weather, hold ups in the materials supply chain and inevitably a snag list that must be tackled on-site, which could delay occupancy. With a modular building option, construction can already be underway off-site while the foundations are being laid.

  • Optimized Site Management

    Modular building offers a streamlined mode of operation. It cuts down disruption within the footprint of the construction site itself, as well as within the site or neighbourhood in which it will exist.
