Our Construction Works and Associated Services (CWAS) framework can be used across a range of construction projects; from building or civil engineering to new-build, refurbishment or restoration. No matter the size or complexity of your project, we’ve got you covered. 

We help our customers build everything from new schools and hospitals to prisons and houses, as well as critical infrastructure that service the built environment and we also provide access to specialist construction services.

It is the first government-led construction agreement which can be used by the whole public sector and is based on a Framework Alliance Contract structure (FAC-1). 

The framework aligns with the Construction Playbook, and provides a solid foundation for public sector bodies to achieve the best outcomes and value for their investment across the whole construction lifecycle.

Why choose our Construction Works and Associated Services agreement?

This framework is available to all public sector organisations including  government departments and devolved administrations. The benefits of this framework include:

  • Standard boilerplate amendments: The framework agreement provides standardised ‘boilerplate’ amendments for central government to ensure consistent implementation of government policy and to reduce the need for unnecessary drafting, creating a more efficient standardised approach
  • Progressive: The framework takes account of key industry objectives outlined in Construction 2025, the Construction Playbook , the Common Minimum Standards for Construction and the Industrial Strategy (Construction Sector Deal)
  • Advanced alliancing capability: The framework includes optional, advanced, innovative contract arrangements allowing customers to procure programmes of work as self managed sub-alliances to increase consistency, efficiency and improved value. We actively manage framework performance and fulfil the role of alliance manager on each lot to ensure continuous service improvement
  • Verified supply chain: Supplier Alliance Members and their strategic suppliers have completed financial and technical compliance reviews
  • Value for money:  The framework facilitates a life cycle and whole life cost approach, with a high focus on quality. Clients have the flexibility to alter the quality/cost weightings at competition stage
  • Social value: The framework has a strong focus on social value and customers can use the Themes Outcomes and Measures (TOMS) framework to measure outcomes
  • Sustainability: The framework works hard to supports customers and suppliers to work together to achieve sustainable solutions throughout the lifecycle of a project or programme, with a focus on the whole life cost approach, waste reduction and high quality standards, such as BREEAM.
  • Fast and flexible: provides a streamlined, guided route to access a comprehensive pre-approved selection of suppliers either through direct award or a competitive process. Accessible through all procurement routes, tendering methods, design methodologies and payment arrangements. All of the most commonly used standard forms of contract are available at call off stage.

Framework Alliance Contract

CWAS is a Framework Alliance Contract (FAC-1), which prioritises collaboration, early contractor engagement and performance management. This reduces costs, shortens project timescales and reduces health and safety incidents on sites.

It supports the principles of the Government’s Construction Playbook to drive maximum efficiency from public sector contracts whilst ensuring the sustainability and improvement of the construction industry.

Under FAC, subcontractors have to sign up to the main supplier’s terms and conditions, increasing transparency and peace of mind for public sector customers. It also allows customers to select different suppliers to work collaboratively, with shared success factors, to drive efficiencies at project and programme level.

Through FAC, we aim to encourage more collaborative working and partnering to safely deliver innovation to our customers, on time and to budget.

Become an Alliance Member

How to access

To use our framework you must become an Alliance Member. There is no joining fee and no commitment or obligation to procure from the Framework Alliance Contract.

Lot 3: construction works and associated services – value band £10-30m (sub lots split across 5 regions)

Lot 4: construction works and associated services – value band £30-80m (sub lots split across 3 regions)

Lot 5: construction works & associated services (£80m +) – national lot across all UK regions

Lot 6: residential (sub lots split across 5 regions)

Lot 7: high rise accommodation (sub lots split across 5 regions)

Lot 8: maritime – national lot across all UK regions

Lot 9: airfields – national lot across all UK regions

Lot 10: demolition – national lot across all UK regions

Lot 11: construction management – national lot across all UK regions
