CPS is available to all public sector organisations including government departments and devolved administrations. The benefits include:

Framework Alliance Contract

CPS is part of a Framework Alliance Contract (FAC-1) which prioritises collaboration, early contractor engagement and performance management. This reduces costs, shortens project timescales and reduces health and safety incidents on sites.

It supports the principles of the Government’s Construction Playbook to drive maximum efficiency from public sector contracts, while ensuring the sustainability and improvement of the construction industry.

Under FAC-1, subcontractors have to sign up to the main supplier’s terms and conditions, increasing transparency and peace of mind for public sector customers. With FAC-1 customers can select different suppliers, work collaboratively with them, with shared success factors, to deliver efficiencies at project and programme level.

FAC-1 aims to encourage more collaborative working and partnering, delivering innovation safely to our customers, on time and on budget.

How to access

Construction Professional Services framework

To use our CPS framework, you must become a Framework Alliance Member. You can register and find out more on the Alliance Members webpage. There is no joining fee and no commitment or obligation to procure from the Framework Alliance Contract.

CPS customers can procure through further competition or direct award across our 6 thematic and sector-led lots. All of our lots cater for both single service and multi-disciplinary requirements:

Lot 1 – built environment and general infrastructure

Lot 2 – urban regeneration

Lot 3 – international

Lot 4 – high rise

Lot 5 – defence

Lot 6 – environmental and sustainability

Construction Professional Services Dynamic Purchasing System (DPS)

We have also developed a DPS which offers access to a range of services including, but not limited to, project management, cost management, architectural and design services, environmental and sustainability services. 

 All public sector customers will be able to access the DPS. It provides an alternative route to market and will be open to suppliers of all sizes, including small and medium sized enterprises (SMEs).  It gives access to a broad range of specialist suppliers who can provide construction-related advisory services across all project stages.

With the DPS filter system you can identify local suppliers who provide the services you need. The filters allow you to select suppliers based on your  needs. For example, an architect or project manager, a specific industry sector, geographical location and additional capabilities such as security clearance or data security.

It also offers access to savings with a ‘further competition’ route.
