Heat Networks and Electricity Generation Assets 2 (HELGA)
Scope
RM6245 will replace the existing RM3824 Heat Network and Electricity Generation Assets (HELGA) agreement.
This agreement will provide a route to market for a range of energy products and services to support public sector carbon net zero strategy.
Products and services available under this agreement will include:
- energy consultancy
- heat networks and air source heat pumps
- smart metering and energy bureau services
- hydrogen supply
- energy conversion from waste
- building management systems
- LED lighting and other retrofit services
Customer engagement
We will be publishing a customer survey in the coming weeks that will help to shape this agreement. The results will help us to understand what support CCS can give and which projects are important to customers net zero strategy.
We will also be hosting customer webinars and / or engagement days to further collaborate with customers.

Supplier engagement
We will be publishing a supplier survey in the coming weeks for existing RM3824 HELGA suppliers and the wider market. This engagement will help to shape this agreement and provide a route to the latest innovative energy products and services.
We will also be hosting a supplier webinar and separate engagement sessions. These sessions will be for suppliers who offer specific energy products such as:
- heat networks
- hydrogen and general energy consultancy
