24/05/2021 – We are currently on track to issue the tender bid pack to the market in June 2021.
The scope of the procurement also includes the refresh and the supply of the Orchestrating Major Projects (OMP) programme. This is a separate learning programme for sponsors of Major Projects.
The current OMP programme is run by Oxford Saïd Business School under the existing Major Projects Leadership Academy (MPLA) contract.

14/01/2021 – Thank you to everyone who provided feedback on the high level requirements document. We are considering the feedback and, where appropriate, will be addressing the points raised in the tender documentation in the bid pack.

Scope
We are working with the Infrastructure and Projects Authority (IPA), to develop a replacement contract for the current Major Projects Leadership Academy (MPLA). The MPLA programme develops the skills of senior project leaders across government, making it easier to carry out complex projects effectively.
The MPLA programme provides:
- a learning curriculum for the leaders of the government’s Major Projects Portfolio
- a support network made up of experts from the project delivery profession
- more senior leadership development such as programmes and workshops for directors general, permanent secretaries and ministers
Full details of the scope will be included in the bid pack issued with the contract notice.
Our objective is to source a delivery partner that will work with IPA to design the next version of the programme and deliver the MPLA.
The IPA works with the government and industry to make sure infrastructure and other major projects are delivered efficiently and successfully. As the contracting authority, the IPA is working with previous and current MPLA participants, heads of the project delivery profession, and potential bidders for the MPLA contract to capture their future business needs.

Supplier engagement
A virtual event was hosted by the IPA on Wednesday 20 May. This provided background about the IPA, the current MPLA delivery and current thoughts about the IPA’s future requirements. You can find a copy of the presentation here and the Q&A document here.
The IPA, supported by Crown Commercial Service (CCS), hosted one-to-one supplier engagement sessions during June and July 2020. You can find out more about the key themes, initial thinking and points proposed by suppliers for IPA/CCS to consider, in our summary of the engagement session.
